Sewer sinkhole on 12th Avenue Northeast?

Sunday afternoon a circle of orange cones suddenly appeared around this broken pavement on 12th Avenue Northeast between 88th and 89th streets.

A bright green liquid was bubbling up and flowing down the street and into a storm drain. Neighbors have suggested there’s a broken city sewer beneath. Anybody know if the bright green is a tracer injected by city crews?
